Special thick oily/greasy substance that you apply to dry skin with dry hands. Smears easily onto the skin and removes even stubborn makeup. After you add water, it turns into a milky substance. I am pleasantly surprised by the mild scent, durable aluminum packaging and how soft/cared for my skin is after use
